El presente Decreto rige a partir de la fecha de su publicación, deroga el Decreto 56 de 1998, los artículos 6º y 7º del Decreto 1426 de 1998, el artículo 4º del Decreto 1424 de 1998 y demás disposiciones que le sean contrarias y surte efectos fiscales a partir del 1º de enero de 1999.
