Para atender a los gastos que demande la construcción de los ferrocarriles a que se refiere el artículo 1°, el Gobierno queda facultado para emitir bonos especiales al portador, garantizados con las obras que hayan de construirse y su producto, y con las unidades libres de Aduana que se estimen necesarias, Dichos bonos devengarán un interés no mayor del seis por ciento (6 por 100) anual, tendrán un fondo de amortización hasta del dos por ciento (2 por 100) anual, y podrán negociarse, o darse en pago de las mismas obras hasta con un descuento del veinte por ciento (20 por 100).
