Art. 2° Este terreno se destina de preferencia para la construcción de oficinas públicas, casas de instrucción, cárcel, dos plazas y un parque en la ciudad de Colón.

El terreno sobrante podrá arrendarse, por lotes, tal como se ha practicado anteriormente.
