ARTICULO 16 . El presente Decreto rige a partir de la fecha de su publicación y deroga todas las disposiciones que le sean contrarias, especialmente el Decreto número 12 y 106 de 1993 y surte efectos fiscales a partir del 1º de enero de 1994.
