El presente decreto se aplicará a los empleados públicos de todas las entidades y organismos del sector público, con excepción de los empleados de alto nivel que ejerzan empleos de dirección, conducción y orientación institucionales, cuyo ejercicio implica la adopción de políticas o directrices.
