Art. 4.° Luego que el Congreso termine sus sesiones y que el Poder Ejecutivo tenga á la vista las distintas leyes que puedan afectar la de Presupuestos para la vigencia económica de 1882 á 1883, se entrará á liquidar dichos Presupuestos, y por la Contabilidad general se darán las instrucciones del caso para que los Presupuestos transitorios reciban las modificaciones que por la liquidacion se originen.
