Formará también Colegio el Consejo o Consejos Electorales del Departamento o Departamentos que, después de formadas las agrupaciones respectivas, no alcanzaren a componer un grupo de tres Consejos Electorales.
El Colegio así formado elegirá el Senador o Senadores y suplentes que correspondan a tales Departamentos, a razón de uno por cada Departamento.
