El Gobierno comprara dos barcos motoveleros en las mejores condiciones posibles, para destinarlos a la comunicación del litoral atlántico con el Archipiélago de San Andrés y Providencia. Tales barcos harán el servicio de correos entre el puerto de Cartagena y el de San Andrés, y podrán destinarse al comercio de cabotaje entre los mismos puertos.
