El Consejo seccional estudiará la solicitud y la documentación presentada y tramitará ante el Consejo Nacional la solicitud aprobada de la tarjeta, para que se le expida la tarjeta de matrícula profesional, entregándole al solicitante una certificación provisional por 60 días hábiles. En sesenta (60) días hábiles el Consejo Nacional expedirá al interesado la tarjeta de matrícula profesional. El Consejo Nacional solamente podrá negar la solicitud basado en la carencia de las condiciones exigidas por la ley y sus normas reglamentarias.
