Articulo 1º Mientras dure la ausencia del Presidente de la República de Colombia por razón de su viaje a Venezuela, Panamá y México, deléganse en el Ministro de Relaciones Exteriores, doctor Rodrigo Lloreda Caicedo, las funciones constitucionales correspondientes a los asuntos indicados en los numerales 5º y 6º del articulo 118 y numerales 2º, 3º, 6º y 7º del articulo 120 de la Constitución Política.
