La persona que aspire a obtener matrícula con base en título otorgado por universidad, escuela o instituto extranjero, además del cumplimiento de los requisitos señalados en el artículo anterior, deberá agregar la fotocopia autentica la de la resolución mediante la cual el Instituto Colombiano para el Fomento de la Educación Superior ICFES, reconoce, valida o revalida el título correspondiente y constancia del registro del mismo.
