El interés que debe cobrar el Instituto de Crédito Territorial en los préstamos que haga para la construcción de viviendas, será fijado por el Presidente de la República, sin exceder del siete por ciento (7%) anual, de acuerdo con las condiciones económicas que existan en el país previo concepto favorable del Consejo de Ministros. En el desempeño de tal función podrá él modificar la tasa de interés que hubiere señalado, cuando aquellas condiciones varíen.
