Artículo segundo. En homenaje a su memoria, la Nación construirá en Toca, ciudad natal del insigne desaparecido, el edificio donde funcionará un instituto de bachillerato que se denominará "Colegio Nacional Plinio Mendoza Neira", cuya organización y sostenimiento estará a cargo de la Nación. Igualmente el Gobierno Nacional ordenará la ampliación y pavimentación del tramo de carretera Tunja-Toca, el cual se nacionaliza por la presente ley.
