Mientras se construyen los edificios propios para el funcionamiento de los establecimientos educativos de que trata el artículo anterior, obra para cuya ejecución se autoriza ampliamente al Gobierno Nacional, éste procederá a tomar en arrendamiento los locales adecuados que a su juicio reúnan las condiciones para la prestación de este servicio.
