Art. 3.º Autorízase á la misma Comisión de Suministros para conocer de las reclamaciones relativas á la guerra de 1860 á 1863, que hayan sido presentadas después de vencidos los términos legales, pero debidamente documentadas, y en favor de las cuales concurran además las siguientes circunstancias:

1ª Haber sido el que sufrió las expropiaciones en la citada época de guerra partidario del Gobierno legítimo de la Confederación Granadina;

2ª No haber objetado nada el Fiscal de la Comisión tocante á la reclamación misma ni á sus comprobantes, y no haber sido archivada sino únicamente por haber expirado el término que fijó la Ley 36 de 1888 .
