El Instituto Colombiano de Antropología, ICAN, el Museo Nacional de Colombia y la Biblioteca Nacional, serán Unidades Administrativas Especiales del Ministerio de Cultura. Las Unidades Administrativas Especiales a que hace referencia el presente artículo, se organizan sin personaría jurídica y para la más adecuada atención de sus programas, tendrán autonomía para el manejo y administración de los bienes y recursos que se les asignen y funcionarán con la planta de personal del Ministerio de Cultura.
