Créase una Junta General de Prisiones, compuesta del Ministro de Gobierno, quien la presidirá; un Magistrado de la Corte Suprema de Justicia y otro del Tribunal Superior del Distrito Judicial de la Sala de lo criminal, designados por el Gobierno; del Director del Panóptico y de un ciudadano honorable, designado por la misma Junta. Estos cargos son ad honorem.
