Las entidades que hacen parte del Presupuesto General de la Nación deben adelantar acciones que permitan racionalizar el reconocimiento y pago de horas extras y ajustarlas a las estrictamente necesarias. Por regla general, las entidades deben contar con un Plan Anual de Vacaciones, y estas no deben ser acumuladas ni interrumpidas. Solo por necesidad del servicio previa disponibilidad presupuestal o retiro podrán ser compensadas en dinero.
