Art. 9.° En todo caso queda prohibido en absoluto el reclutamiento forzoso en tiempo de guerra para la formacion del Ejército de la Union, el cual se formará con el contingente que suministren los Estados, conforme á su legislacion, por el sistema de enganchamiento ó de contratos voluntarios.
