El Gobierno para hacer efectiva esta ley queda facultado ampliamente para hacer los traslados que se requieran dentro de las apropiaciones del Ministerio de Obras Públicas, en cualesquiera vigencias, para celebrar contratos de empréstitos internos o externos, pudiendo, si fuere necesario, hacer destinación especial de una renta para atenderlos, o dar en garantía bienes y rentas de la Nación.
