° Representante legal. El Gobierno Nacional designará el representante legal del Fondo Nacional de Ahorro quien podrá ser presidente de la junta directiva de éste, el fiduciario u otra persona distinta de ellos. En el contrato de administración fiduciaria se establecerán las normas y condiciones a que debe sujetarse y los derechos y obligaciones de las partes, pero no podrán incluirse cláusulas que limiten o deleguen las funciones señaladas a la junta directiva del Fondo en el presente decreto.
