Prohíbese ordenar, autorizar o efectuar fiestas, agasajos, celebraciones o conmemoraciones, otorgar regalos con cargo al Tesoro Público, salvo en los casos previstos en el siguiente artículo, así como las actividades de bienestar social relacionadas con la celebración de navidad de los hijos de los funcionarios.
