Artículo cuarto. El Consejo Asesor de la Política para una Pequeña y Mediana Industria Manufacturera, creado por este Decreto, tendrá como funciones las siguientes

Analizar las acciones que en favor de la pequeña y mediana industria manufacturera nacional, desarrollen o puedan desarrollar las entidades estatales y privadas.

Recomendar al Gobierno Nacional la adopción de programas de desarrollo para la pequeña y mediana industria manufacturera nacional.

Analizar la política general del sector manufacturero y sugerir los correctivos del caso.

Expedir su propio reglamento.
