Art. 7.° El concesionario no tendrá obligación de traer el ferrocarril hasta Bogotá si pudiendo empalmarlo con otro cualquiera que venga á la misma ciudad, verifica arreglos con los empresarios de esta otra vía para hacer el tráfico, y estos arreglos y la manera de hacer el servicio obtienen la aprobación del Gobierno.
