Quien compre café a un precio inferior al determinado en el artículo anterior, incurrirá en una multa a favor del Tesoro del Municipio en donde se haya cometido la infracción, igual al valor del café así adquirido, multa que será impuesta por el Alcalde del respectivo Municipio por medio de resolución motivada, a solicitud del interesado vendedor o de cualquiera de los Comités de Cafeteros. La resolución del Alcalde será apelable, en el efecto suspensivo, para ante el Gobernador del respectivo Departamento.
