La vinculación de jornaleros para el cumplimiento de labores ocasionales o transitorias por períodos superiores a tres (3) meses, deberá ser autorizada por el Gobierno Nacional mediante resolución ejecutiva, suscrita por el respectivo Ministro o Jefe del Departamento Administrativo, el Ministro de Hacienda y Crédito Público y el Jefe del Departamento Administrativo del Servicio Civil.

Todos los pagos a que tengan derecho los jornaleros por concepto de salarios y prestaciones, se imputarán al rubro jornales.
