Art. 3.° El Poder Ejecutivo promoverá la rescisión ó reforma de los contratos celebrados con el señor Francisco Javier Cisneros, en la parte en que se trata de la limpia del cauce del alto Magdalena, con el fin de que los fondos á esto destinados se inviertan en los objetos que se expresan en el artículo siguiente.
