Si en cualquier momento de la vigencia fiscal de 1941 se comprobare un descenso de los ingresos nacionales que afecte el equilibrio del Presupuesto, el Gobierno no podrá reducir las apropiaciones en las cantidades necesarias para mantener dicho equilibrio, y suspender o eliminar toda clase de gastos públicos, adoptando para ello las medidas que fueren necesarias.
