La Superintendencia de Servicios Públicos Domiciliarios es un organismo de carácter técnico, adscrito al Departamento Nacional de Planeación, sin personería jurídica y con autonomía administrativa y financiera. El Superintendente de Servicios Públicos Domiciliarios obrará con plena autonomía de criterio al cumplir las funciones que se derivan de la Constitución y la ley.
