Art. 42. Son competentes para cobrar las multas por fraude, los Administradores de Aduana, los Administradores principales y subalternos de Correos y todos los demás empleados nacionales investidos de facultad coactiva. La comisión de cobro deberá conferirse al empleado más inmediato al lugar en que la sentencia fuere proferida.
