El presente Decreto rige a partir de la fecha de su publicación, deroga las disposiciones que le sean contrarias, en especial el Decreto-ley número 112 de 1988, los artículos 4º y 5º del Decreto-ley número 114 de 1988 y el artículo 8º del Decreto-ley número 187 de 1987 y surte efectos fiscales a partir del 1º . de enero de 1989, con excepción de lo dispuesto en el artículo 5º del presente Decreto, que rige desde la fecha de su publicación.
