Art. 12. En el decreto que el Poder Ejecutivo dicte en cumplimiento de esta ley, se insertarán las disposiciones del Código Fiscal y las de las leyes posteriores á dicho Código, en cuanto se refieran á correos, que deban quedar vigentes, así como tambien las de la presente ley que no sean de carácter transitorio. En el mismo decreto se fijará la fecha desde la cual principiará á regir en todas sus partes, sin perjuicio de anticipar la ejecucion de algunas de sus disposiciones, si se creyere conveniente.
