El presupuesto del PNR será ejecutado por el Fondo de Solidaridad y Emergencia Social de la Presidencia de la República, por las entidades que componen el Sistema Nacional de Cofinanciación y por las demás entidades del orden nacional, departamental y municipal en cuyos presupuestos se asignen recursos para el cumplimiento de programas PNR.
