La indagación preliminar tendrá como fines: verificar la ocurrencia de la conducta, determinar si ésta es constitutiva de la falta disciplinaria; e identificar o individualizar al servidor público del Instituto Nacional Penitenciario y Carcelario, Inpec, presuntamente responsable.
