El Ministerio de Defensa Nacional en coordinación con el Ministerio de Hacienda y Crédito Público, a más tardar dentro del año siguiente de la promulgación de la presente ley establecerá un plan de implementación del Sistema Acusatorio en la justicia penal militar acorde con el Marco Fiscal de mediano plazo del Sector Defensa y el Marco de Gasto de mediano plazo del mismo sector.
