El domicilio del Fondo Nacional de Caminos Vecinales es la ciudad de Bogotá, pero con sujeción a la política y programas del sector del cual forma parte y a la naturaleza de sus actividades, podrá crear o suprimir regionales u otras dependencias en todo el territorio nacional. No obstante, cuando los reducidos volúmenes de trabajo lo aconsejen, la Junta del Fondo, de acuerdo con el Ministerio de Obras Públicas y Transporte y, de acuerdo con el artículo 10 del Decreto 3130 de 1963, podrá delegar las funciones en otros organismos.
