Art 3. ° Para el cumplimiento de esta lei, durante el año económico en curso, se destinara la suma de un millon de pesos ($1.000,000), la cual se considerará incluida en el Presupuesto de gastos de dicho año, i para los años sucesivos se considerará incluida una suma igual en sus respectivos presupuestos, si el Congreso no dispusiera otra cosa.
