Vigencia y derogatorias . El presente decreto rige a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias, en especial los artículos 193 213 a 217 y 231 del Decreto 1541 de 1978 y el Decreto 1594 de 1984, salvo los artículos 20 y 21.
