El Comandante General de las Fuerzas Militares como elemento de mando del Gobierno, ejerce esta función y es responsable ante el Ministro de Defensa, del mando, instrucción, educación, disciplina, conducta, empleo, conducción y administración de las Fuerzas Militares.
Parágrafo
El Comandante General de las Fuerzas Militares, continuara con las funciones y atribuciones que las leyes y el Código de Justicia Penal Militar le señalen como Comandante General de las Fuerzas Armadas, en cuanto éstas no se opongan a las disposiciones del presente Decreto.
