° Esta Colonia dependerá directamente del señor Gobernador del Departamento de Nariño, á quien el Ministerio de Guerra impartirá las órdenes conducentes para su establecimiento, facultándolo al propio tiempo para dictar el Reglamento y para darle la organización que estime más conveniente.
