Art. 6.° Ninguna de las partidas apropiadas en esta ley, correspondiente á vigencias económicas espiradas, excepto las provenientes de contratos de obligatorio cumplimiento, implica su pago en dinero, sino en documentos de Crédito, conforme á los arreglos que se celebren con el Poder Ejecutivo, despues de comprobada la legalidad y certeza del crédito, confirme al artículo 1,339 del Código Fiscal.

Esta disposicion no comprende en ningun caso los créditos votados para mejoras materiales y obras públicas.
