Los calificadores al hacer la calificación a sus subalternos, deberán proceder con absoluta imparcialidad, en exposiciones claras, definidas, lacónicas y ajustadas estrictamente a la verdad. En igual forma deberán obrar los Jefes superiores a quienes corresponda revisar y conceptuar sobre las calificaciones hechas por sus subalternos.
