Los bienes y rentas de los Departamentos, así como los de los Municipios, son propiedad exclusiva, respectivamente, de cada uno de ellos, y gozan de las mismas garantías que las propiedades y rentas de los particulares. No podrán ser ocupadas estas propiedades sino en los mismos términos en que lo sea la propiedad privada. El Gobierno Nacional no podrá conceder exenciones de derechos departamentales ni municipales.
