Los empréstitos de que trata la presente Ley no podrán contar con garantía de la Nación, ni el Gobierno podrá incorporar en el proyecto de Presupuesto Nacional partida alguna destinada a financiar mediante aportes o préstamos el servicio de dicha deuda.
