Art. 26. Los extranjeros residentes o transeúntes en pueblos fronterizos que no sean asilados ni emigrados de la Nación vecina, quedan comprendidos en las disposiciones de esta Ley en los mismos casos y en la misma forma que los colombianos, para el efecto de ser juzgados y castigados por las infracciones de que fueren responsables.
