Con motivo del incendio ocurrido en la ciudad de Manzanares, del Departamento de Caldas, el 18 de noviembre de 1945, que destruyo la zona central y comercial de la ciudad, la Nación contribuye con la suma de trescientos mil pesos ($300.000) para la reconstrucción de dicho sector, suma que será incluida en el Presupuesto Nacional y pagada por anualidades continuas no inferiores a cincuenta mil pesos ($50.000) por cada vigencia, hasta la concurrencia del total ordenado.
