Autorizase al Gobernador del Departamento del Cauca para que, previa aquiescencia del Consejo de Popayán, permute con los herederos del señor Manuel José Villaquirán la faja de terreno a que se refiere la sentencia de fecha 19 de diciembre de 1916, proferida por el Tribunal Superior del Distrito Judicial de Popayán y confirmada por la Corte Suprema de Justicia, en sentencia de fecha 14 de noviembre de 1918, por otra igual o mayor, contigua o no a la plazuela de El Achiral de la ciudad de Popayán, pero dentro el área de población.
