º . Las decisiones adoptadas por el Consejo no son obligatorias para el Ministro del Medio Ambiente y, por tanto, no constituyen pronunciamientos o actos del Ministerio del Medio Ambiente. Las decisiones del Consejo se tomarán por la mayoría absoluta de votos de sus miembros, pudiéndose dejar constancia a través de salvamentos de voto, por parte de los miembros que voten contra las decisiones. El Consejo podrá invitar en cualquiera de sus sesiones a personas del sector público o privado que considere necesarias para el cumplimiento de sus funciones. El Consejo expedirá su propio reglamento.
