ARTICULO 1 o. Las zonas de régimen aduanero especial que desarrolla este Decreto estarán conformadas por los siguientes municipios: Maicao, Uribia y Manaure, en la Guajira; Tumaco en Nariño; Guapí en el Cauca y la región de Urabá compuesta por los Municipios de Arboletes, San Pedro de Urabá, Necoclí, San Juan de Urabá, Turbo, Apartadó, Carepa, Chigorodó, Mutatá, Acandí y Unguía.
