ARTICULO 76. El traslado se producirá cuando un funcionario o empleado se designe para suplir la vacancia definitiva de un cargo o para intercambiarlo con otro cuyas funciones sean afines al que desempeña, de la misma naturaleza, categoría, nomenclatura y remuneración. El traslado podrá tener origen en las necesidades del servicio o en la solicitud del interesado y será procedente siempre y cuando no implique condiciones menos favorables para el trasladado o perjuicios para la buena marcha del servicio.
